Blitzwing is a Decepticon in the Generation One continuity.

Appearently Blitzwing dosn't have feet

Blitzwing is loud. He likes to think he has a sense of humor, but what he considers funny is, more often than not, offensively cruel. Obnoxious, belligerent, and nasty, he makes even his fellow Decepticons feel uneasy. His anti-social tendancies can relegate Blitzwing to an outsider status. Due to his social isolation, he's able to see the bigger picture; he can see when his teammates are being played by unseen forces. Of course, if he thinks the trap is amusing enough, he might just let it happen anyway.

Dreamwave Generation 1 Comics Continuity

Blitzwing's history in the Dreamwave comics is somewhat muddled. In his first appearance (in issue one, volume one) he is shown as a captive Decepticon aboard the Ark II, shortly before it crashed back to Earth. He does not appear again until volume two where he is seen arriving with Shockwave from Cybertron. No explanation is provided for this inconsistency. From here onwards, Blitzwing serves as Shockwave's lieutenant until he is killed by the Predacons in issue 9 of the ongoing series.

Blitzwing's appearances in the War Within, Micromasters and More Than Meets The Eye merely obfuscate his history further. According to MTMTE, Shockwave perfected the triple-changing process some time after awaking from the Great Shutdown, and it established that it was Shockwave who turned Blitzing into a triple-changer. However, in the first War Within series, Blitzwing is shown to transform into a jet and a tank. In volume two, The Dark Ages, Blitzwing was being held by the Autobots as a dangerous experiment of Shockwaves's - he looks quite different to his appearance in volume one here, though we only see his robot mode. During Micromasters (set after these events) Blitzwing is now serving as Shockwave's liuetenant, and appears to be undergoing a kind of evolution. Shockwave does not know what this signifies, but it's suggested that this could be part of becoming a triple-changer.

As such, Blitzwing probably has the most convoluted continuity of any Dreamwave Transformers character - it's unclear most of the time which planet he's on or how many modes he has.
